    The Office of the Ombudsman is pleased to present this Learning Management System (LMS), an online platform that seeks to promote programs and initiatives on public accountability and corruption prevention. This LMS represents the strategic use of technology alongside educational tools that will equip the women and men in government to arrive at informed decisions concerning their performance, behavior and attitude in the workplace. 

    It is not often that the core values of an institution, much less the government, take center stage as the key to an effective and efficient public service. Very seldom also do people take stock of their personal values and gauge them against the cultural, societal and organizational values being observed, practiced and celebrated in their respective offices. In most instances, the basic characteristics of public service unequivocally expressed in the Constitution - responsibility, integrity, loyalty, efficiency, patriotism, justice, modest living - fall prey to the outside influences and pressures of materialism, selfishness, pragmatism, and indifference. 

    With this initiative, we pay homage to the most important asset of any development organization, the people who manage, maintain and rationalize its existence. We also recognize that digital platforms, interactive tools and online resources currently hold the top spot in reaching a wide range of audiences and provide inclusive opportunities for accessible learning. Finally, we offer another learning modality to educate, re-educate and motivate the claimholders and duty-bearers in government as well as the stakeholders whose expectations of accountability should not be denied. 

    It is my fervent hope that with this initiative, we can further capacitate our public servants to serve the Filipinos better.
